We recently purchased the above property from Miss RC Simpson. As you will know this property has been in the Simpson family for some 70 years.

We are now trying to decide what is the best way to improve the property, which has become quite neglected and overgrown and overrun with gorse.

We are keen to obtain the communities views about the potential development of the property and seek feedback regarding this. We would therefore really appreciate it if you would take the time to. fill in the attached questionnaire and to post it back to us in the attached stamped self -addressed envelope.

Our vision for the site is a low impact and eco-friendly residential development. One of the things that attracted us to the property is its beautiful location and orientation. We we have the skills and desire to very sensitively develop the site in a sustainable manner. My own background is in garden centres and landscaping and we have also done quite a bit of residential development over the last 20 years.

We envisage all sites would be large, one acre + sections similar to the Residential 6 (R6) zoning further along Doctors Point Road. Sites would come with a raft of building controls and covenants to prevent unsympathetic development and to ensure that the harmony of the environment is maintained. For example strict controls regarding everything from building and roof colours to placement of the structures (approved building platforms) would be enforced. We see the use of non-reflective building materials as also being important.

The native revegetation of the site in my view is also an essential element of any residential development and some 40,000 to 50,000 native seedlings will be required to achieve this whilst at the same time retaining the existing native flora and also some desirable exotic trees on the site. Other overgrown and dangerous trees such as pines and weeds such as gorse need to be removed and we wish to commence this work in the near future.

Another important factor is public access and I believe the development of the site offers wonderful opportunities. Our vision is to create a walking track along the entire coastal frontage of the site with access ways back to Doctors Point Road through the site. Obviously when the site is developed the Dunedin City Council will take the opportunity to vest an esplanade reserve so such a walkway would also need their approval but I feel they would be supportive of such an idea.

However the above ideas are only our first thoughts and it's your feedback that we seek. Obviously there are a lot of possibilities available for the site, and they range from leaving it as is - (Rural) to low impact residential (similar to R6 1 acre + sites) to higher density Residential 5 (R5) minimum lot size 1,000 m2 sites.

The site is 11.8 ha which is 29 acres. Under R6 the land has potential for between 20 & 25 sites. Under R5 the land has potential for 80 or more sites. Potentially the land could also be a mix of R5 and R6. Any of the above options could possibly be achieved by way of applying to Council for a plan change to rezone the land from rural to R5 or R6 on the basis that the land is surrounded by such zonings and the rural zone is redundant.

It could also be done by way of applying to Council for a specific resource consent to develop the site in a specific way. This is our preferred option because with this option the development of the site is predetermined and the Community can have input into such a plan.

It is also possible to create the covenants and access arrangement that we referred to earlier using this consent mechanism rather than relying on existing zoning rules associated with the R5 or R6 zone. '
